Windows agent V1.57.2001 released

Fixed a major speed test issue which was causing the agent to run speed tests even when disabled.
All Windows users should upgrade to this new version.
The agents internal algorithm was triggering a speed test even if the user had speed testing disabled.
This test was causing Internet outages based speed tests (black bars) to show up in the Speed test graph.
This should be fixed now. Everyone should upgrade to this new version.
