Hi,
When OutagesIO was being planned, a decision was made to test only the download side because this is what most people are using.
The quick answer is that we have no plans at the moment but speed testing is constantly being reviewed.
The long answer is that in fact, we started looking at speed testing again just last week. Not in terms of a two way test but in terms of a more efficient test that doesn't use as much bandwidth and data as full saturation tests do.
An issue with speed testing is that it only shows a moment in time unless the problem is so severe that it will show up when you test.
Another issue is that commercial speed testing sites all use content delivery systems which are optimized for big data. This means that if you test your speed then go to some web site to download something, it doesn't mean you don't have the bandwidth, it could be that the remote site has too much traffic, too little bandwidth or something between your connection and the site doesn't have the resources to keep up.
We wanted to have a nice simple one sided test but do see the importance of a two sided test as we all start using the Internet more for two way streaming and other services that count on your upload.
I'll bring it up in our next discussions but I do know it would mean a huge rewrite of the agent. We do have plans to rewrite the agent at some point and maybe at that time, two way testing could be added.

As an update, we have been testing something that would allow separate, individual download, upload testing.
In fact, it even allows you to set date/time ranges so you can test in the future such as starting on Monday to Fridays, 9am to 5pm only and for one week then stop.
Testing is going well and is something we might be able to include, at a bit of a cost in our Extended level reports. Too early to tell right now.
